Citrix is a lot better for viewing bitmaps. This is because Citrix intercepts the bitmap, compresses it and then renders it on the client. This results in a lot faster performance.
There are a few things you can do to increase bitmap performance on terminal server:
1) A faster internet connection will help speed up the process. (Note: this needs to be done on both the client and the server end.)
2) Adobe PDF reader is notoriously slow on terminal server. Try using Foxxit reader for PDF files.
3) http://www.ThinAnywhere.com has RDP plugin that will increase terminal server performance significantly.
